It indicates the disparity between officially recognised binding norms and the actual practice. It also highlights the need for civil society and communities denied sufficient water to hold governments to their legal and political commitments. It is a survey of international, regional and national legal provisions and case law that give effect to the human right to water. It serves as a training manual to provide governments, international organisations and civil society with the legal resources they need to implement, or advocate, the right to water.
